Since I'm often enough both the spec writer and the developer, this
doesn't make a difference to me :)

However, I could also imagine dropping the requirements for a-priori
German strings completely. It would be one less hurdle in our
specification process ... Finally, it's somewhat weird to require
everybody designing a feature UI to also define the German strings. This
doesn't seem too feasible for an international project like OOo. But
that's probably another story ...
