That is a draft of a user guide being produced by GR Singleton at the Documentation Project, with assistance from other members of the project. It is still being updated, checked, and corrected; it is not published as a final version yet. I do not know what the target date is for that book to be finished, as it is not one of the OOoAuthors books.
