The SDK contains unowinreg.dll, a JNI library needed for deploying Java programs developed with the SDK on Windows. It's needed for accessing Windows' registry. So, till now the file was as binary in CVS, not even on Windows it was built. That was fixed now, it builds now on Windows, and also cross-building it on !Windows using mingw32 was introduced. That said, I still question the need for such a JNI library but anyway....
