Really? The new specification template separated the roles of the "Project Lead", the "Specification Owner" and the "Developer". In my understanding, it should be the project lead's responsibility to ensure that spec and reality are in sync (probably by kicking the specification owner to do it :). Wouldn't you agree that in case the developer is "only" the developer, but does not take any of the other two mentioned roles, then it's *not* her responsibility to ensure the synchrony?
