I think it wasn't contentious, it was just the idea of the writer of
this document, not anything more. But as we set up the team for the
feature I suggested to leave this part out and concentrate on the dialog
implementation. As this wasn't questioned I assumed that this was common
sense and I still think it is.

To avoid further confusion we should perhaps remove the "contenious"
part of the spec in the wiki and just use it as input for the discussion
we are obviously starting. Would that be OK?

While we are at it: IMHO the extensions project would be a natural place
to host templates, bundled as extensions. If you wanted to include
templates as single files and perhaps integrate them directly into the
templates dialog of course other options are possible.
