Yes, that should be done first.

There is a tradeoff between coverage and the time to run the tests. I
would not insist of a maximum of 1 hour runtime but rather think we
should find a good balance.

Agreed. But as, from my POV, item 1 was a given I raised the issue of
runtime and hardware.
