I have been able to solve my first issues by dos2unix bootstrap and
winenv.set.sh
unfortunately the build does not go much further... (both startup.mk and
build.pl are present in my system though...)

directory

at this stage I had to remove ^M in some lines of the bootstrap file...
Did you start cygwin from 4NT? In case yes please try it directly from
the explorer/desktop and repeat your "configure" and "bootstrap" step.
