The name of the category and the name of the folder are the same, except if a special xml file is provided that contains the category names, see: http://wiki.services.openoffice.org/wiki/Non-code_extensions#Localization_of_templates_and_template_categories Some of the category names are provided by a VCL resource file. This is a legacy from StarOffice and nobody has found some time to change that.
