i'd guess this is your problem: you've deactivated EPM.
here's a trick: try
export FORCE2ARCHIVE=TRUE
this may enable you to build a tarball in instsetoo_native.
the proper solution would be to rerun configure, or to edit the settings
file that configure generates.
