I did two things and the build now generates the required
binaries/libraries etc. I did
a): removed --disable-epm from the configure script
b): added before bootstrap (before build)

extrapolating the BLFS recipe for Openoffice-2.3.1 installation suggests:-

in view of the changed setup here, does one do?:
