Q1:

I have no idea how it works on windows precisely, but you can define an
environment variable TAGLOGGERTMP to precise where to export the
writerfilter.D*.xml files.

You'll get a complete list of the debug options on that wiki page:

Q2:

On Linux it goes to the standard (or error) output, I guess this is
pretty much the same on Windows ;)

If you have some patches for the writerfilter, I'll be glad to review
them ;)
