I have no idea how it works on windows precisely, but you can define an environment variable TAGLOGGERTMP to precise where to export the writerfilter.D*.xml files. You'll get a complete list of the debug options on that wiki page: http://wiki.services.openoffice.org/wiki/WriterFilter#Use_TagLogger.
