are you sure you're not referring to the wrong item? To me, issue 53781 looks like dealing with the DisableUICustomization part, not the factory default filters? Regarding that DisableUICustomization - well, if the disabling of the commands provides the same level of non-configurability, sure, let's get rid of it.
