Hi,

A recent review of incubating projects [1] found a strong correlation between 
those that make releases easy and those that graduate. I would focus on getting 
a release out rather than making it perfect. There is a clear first-release 
effect that attracts contributors to a project. Also remember that you should 
be growing a community, not just the code.

Some projects do start slowly, but your health stats show some concerns. 
Activity is low and decreasing, and almost all work is coming from one person 
[2]. It would be good to outline in your report what actions the project will 
take to address this.
