Slightly different proposal: * Link http://www.openstreetmap.org/api/0.5/capabilities to http://www.openstreetmap.org/api/capabilities (for aesthetic reasons) * JOSM checks what API versions are available on the server, and picks the one (the highest?) that it wants to use. Which should mean that if we can get the editors prepared ahead of time, the changeover can be completely seamless for the end-user.
