Seems pretty sweet. Even though it doesn't seem to be completely appropriate for a wizard, my first idea was a system like you describe, with user-modifiable presets, so it would fit the purpose.
I must admit when I first met OSM, I did like most and tried JOSM. I was somewhat rebuffed by its, IMHO, cumbersomeness, so I quickly sought something else, found Merkaartor, and decided to improve it (as I'm not a big fan of Java) I will re-have a look at JOSM to see how it is implemented.
