Sort of overshoots my own Mediawiki knowledge ;-) but sounds like almost exactly what we need - "almost" because the JOSM images are in josm.openstreetmap.de, not svn.openstreetmap.org! The JOSM SVN is "external"ized into the OSM SVN but externals are not accessible through the HTTP API.
