OSM is not just one piece of software - there are quite a few software components built for and around OSM. I think most of them are GPL, but there may be exceptions. Do get a SVN client, and read http://wiki.openstreetmap.org/index.php/SVN for instructions on how to download all the software that makes up OSM. From there, you'll be able to peruse the individual software licenses.
