If the long run building of the map is done following guidelinse posted by the wiki docs in the short run, then I would say that the wiki matters. In our case, we have users who will want to know "how do we do this" (this being add data to OSM such that the applications they care about will be able to use it). So as an author of a client app I can either: - Let them enter whatever they want and try to make sense of it later or - Provide some guidance on the wiki and then compare that to actual use.
