Sorry, I don't know what you're asking for here. Which of the four tags mentioned in http://lists.openstreetmap.org/pipermail/dev/2009-June/016009.html do you want to keep? Again, I'm not really sure what you're wanting to do here. I assume you are populating "is_in" tags with county and state information - that can be done using county polygons. I don't think it needs every node in the US tagged with the county just in case we need an is_in tag for that node. Unless I'm missing your point?
