Could you please elaborate on two things on the wiki:

Does this mean the final value will be:

(NANO_DEGREE * granularity) + lat_offset + lat

or

(NANO_DEGREE * ((granularity + lat_offset))  + lat



// Granularity of dates, normally represented in units of milliseconds
since the 1970 epoch.

Is the idea here that (1000 / date_granularity) * timestamp = timestamp
in seconds?
