Ok, now Overpass API should again deliver all meta data correctly. A now fixed bug in the transaction management interacted strangely with some residuals from a dirty restart at 23rd October. Thank you to everybody for the patience and in particular to Ruediger for reporting this and finding a way to reproduce the bug.
