I know there has been some work in osm2pgsql to make it multithreaded to help out a few parts that ARE CPU bound (maybe more during diff application?) but at the end of the day... 1) solid state drive 2) fast (15K RPM) drives 3) striped RAID See what an SSD did for yevaud (the osm.org tile rendering server) back in May: http://munin.openstreetmap.org/openstreetmap/yevaud.openstreetmap/renderd_queue.html The render queue went from "always full" to "always empty" overnight.
