For all practical purposes minutely diffs are real time as far as OSM is concerned.
Altough the need for real time synchronisation is limited, as a mapper I face, sometimes, main API slowdowns, http 500 answers and other irritating conditions. Almost always in retrieving operations, not writing operations.
Strangely, if you encounter a problem with the server then it is necessary to ACTUALLY TELL SOMEBODY ABOUT IT. Well at least if you want anybody to look into it.
