Setting the variables through /env/environment already seemed pretty
drastic to me. ;-)
Indeed I was mistaken. I've got it to work using a wrapper script and
have documented it on the wiki:
http://wiki.openstreetmap.org/wiki/Cgimap/install#Configuration_under_Apache
If anything can be improved about this I'd be happy to hear it.
