Hmm...  http://www.openstreetmap.org/browse/relation/1452380 has a single
way member only, so it's not referencing the other relation. Anyway, I
doubt it's a cockup, since the user added 7 inner relations, so it looks
deliberate. I'm not sure how wide is this practice, I'm only working on a
Vienna extract right now (where there's just that one super-multipolygon ;)
).
