For the same reason a planet file is published. My use case here is generating a worldwide tile layer of GPX data, and that would not be viable via querying the API - either it would take a very, very long time with individual queries, or the tile service would be reliant on OSM's API staying up. Just as people don't rely on the /map call to generate maps of streets, they shouldn't rely on /gpx to generate maps of tracks.
