After re-reading the rules on apache headers
(http://www.apache.org/legal/src-headers.html) it sounds like we should
probably add the header to the readme files as they could be considered to have
a degree of creativity.
That said, I'll update the readme files and add DEPENDENCIES to the exclusion
list as it is generated.
