Even without my changes, "mvn apache-rat:check" is not failing for me now
either on trunk, or on the 1.5.0 release or the 1.2.8 release.
It appears that "mvn rat:check" fails, and "mvn apache-rat:check" doesn't. I
must have accidentally run the former command on the 1.2.8 release, and the
latter command on the 1.5.0 release which is why I didn't notice anything then.
I'll cancel this issue as this appears to be all due to a typo on my part.
