Took 6-20 hours to build or to start? I guess was to start. AFAIK we (ASF)
are using a regular open source account on TravisCI. That means that you
share computing quota with all ASF projects, which may explain the detail..

Please, file a jira with the details.  OpenWhisk may not be single project

I don't think I have such rights at builds.a.o... So contact INFRA (
[email protected]) for getting the permission you might need.
