Hi James, 

I know our team took great care (Vincent specifically) in assuring all 
LICENSE.txt files for all repos. we release have consistency.  Specifically the 
set listed in the README of the "release repo" here:
https://github.com/apache/incubator-openwhisk-release

See table, column 2 which links to each repo's respective LICENSE.txt file.

As you can see the "devtools" repo. is not an officially released repo. and 
should not be considered an example... however, I do see an issue with the 
copyright which looks legacy and does not reflect the copyright of the now 
varied "experimental" projects (sub-directories) contained within.
