Only thing I've seen is a "draft" page on the incubator wiki with some proposed guidance. It doesn't seem to be moving to being an official policy with any velocity. We own both the @openwhisk and @apache-openwhisk organizations, so we could choose to use either as a scope for this new package. Since there's a break from @adobe/wskdebug, I'd be inclined to put it in either @openwhisk/wskdebug or @apache-openwhisk/wskdebug instead of just unscoped openwhisk-wskdebug. It seems plausible to me that in the long run the guidance will be to use a scope with apache in the name to indicate it is an official package managed by the PMC. --dave
