### What changes were proposed in this pull request?
A new BlockCompressionStream class was implemented, that can be used for LZ4
compression kind.
### Why are the changes needed?
The C++ Writer doesn't support LZ4 compression. This PR aims to fix that.
### How was this patch tested?
The existing compression tests were copied and changed to use LZ4
compression,
