I believe you can open `apache/orc-rust` repository vote on dev@orc still first.
After creating a new `apache/orc-rust` repository, we can receive any contribution. Lastly, we can start the ORC committer discussion on private@orc to help them build a sub-group in Apache ORC Project. For the procedures, let's discuss further if you have different ideas.
