Hi, As a follow up of [1], I'd like to formally propose to adopt the donation of ORC Rust implementation from datafusion-contrib/orc-rust [2] .
Specifically, the datafusion-contrib/orc-rust repository will be moved to apache/orc-rust and governed by Apache ORC PMC.
