I finally Managed.
I don´t know what the problem was.
Making new clean installs did not helped
A command line like you suggested did not help either.

The solution was:
to delete the folder named "Open Source Aplication Foundation" under documents and settings and to delete the application itself from the programs folder.
After that doing a restart and doing a new install.
Nonetheless, it wanted to know if it should delete the older version (which did not exist) and so I had to do a new install telling the installer to leave the older version (which was not there).
Only then I was able to install and work with Chandler.

I lost the repository, which I believe is useful to dogfood Chandler. if not we would be walking only on shallow waters.

Do you have an existing repository you want to use? (if you don't mind loosing the old repository, I'd recommend starting with a clean slate. Add "--create" to the command line).
