That is a rather optimistic statement. The repository format has been indeed
pretty stable lately but the schema keeps changing on a regular basis (not
just the core schema, the chandler schema as well).

Things are settling down for the release, so it's unlikely that there will
be any more repository format changes, but we won't know for sure until we
actually reach the end. Some of the performance work that is being done is
resulting in changes to the format.
