[Dev] My final review comments on Startup and Background Tasks in Chandler

* There's a use of the word notification here that is possibly  
confusing when used in the context of the rest of Chandler.  I'm not  
sure how to resolve it, I'm just pointing it out.
* There's at least one mention of parcel.xml
