Fixes to the structure and organization (or even functionality) of the Web/Wiki are not Chandler bugs, so one possibility is that they shouldn't even be part of the Chandler bug database or the Chandler list of bug components.

I would use the Documentation component.

Then someone working only on the website structure has to look at a bunch of unrelated content bugs. Fixing the problems with our website and wiki are problems of structuring and organization not of content. That's a big enough project that I think it warrants a separate component.
