I added the following lines of code:

                </FrontendModuleReg>
        </Setting>
    </ConfigItem>

In the Framework.xml file located in the folder Kernel/Config/Files/

Then I went to sysconfig and added admin and user groups for read/write 
capabilities.

How do you register the new module? In otrs the module permissions are 
group related, seems that something goes wrong with this for your new 
module.
