FWIW I expect the cache usage to increase steadily until it reaches its configured maximum, and then the cache replacement policy (LRU or whatever) takes over and decides what's most important to keep. The main reason for the cache increase, in my experience, is high entropy of HTML URLs (e.g. query-params with user-specific data).
