[~kmills] [~wesmckinn] Sounds good to me. I'm not particularly tied to how we
make the dev env work as long as it meets the goals which I think we all agree
on. If the set up scripts exist in some reasonable form, I'm good with that.
wrt to boost, I think if we upgrade to c++ 11, we might not need boost at all.
