Can we scope this issue a bit (what does "support" mean)? See
{{runtime/decimal-value.h}} and related files -- there's a lot of things we can
do to make interactions with Decimal data either. I'm uncertain how much of
that should be included in parquet-cpp. I have not yet looked at the decimal
code in parquet-mr.
