To sign parquet-cpp releases that can be verified by others, I would like to
have my gpg key appended to the KEYS file. As there is only a single file
(https://dist.apache.org/repos/dist/dev/parquet/KEYS) for all parquet
RCs/releases at the end, I'm going to do a PR to the parquet-mr repo first and
will then later make a PR to have that KEYS file replicated in parquet-cpp.
