+1, would be awesome to have a standard, explicit way to express options for 
input-format --> arrow and arrow --> output-format transformations. 

I have submitted a slightly less ambitious pull request to get the ball 
rolling, which builds on top of the work [~xhochy] did to add read support: 
https://github.com/apache/parquet-cpp/pull/356
