We’ve had extensive discussions on this in the design documents (first proposal <https://docs.google.com/document/d/1AiwrstqkwkBoOZqgOkm9JGwSMcNeHyLR7EEj1CVqpZQ/edit?tab=t.0#heading=h.k8qyue4jj4rn>, finalized <https://docs.google.com/document/d/1AiwrstqkwkBoOZqgOkm9JGwSMcNeHyLR7EEj1CVqpZQ/edit?tab=t.81io57da7gz#heading=h.nely2c1b14se>) as well as the proposal pull request <https://github.com/apache/parquet-format/pull/585>, biweekly parquet syncs, and the discussion thread <https://lists.apache.org/thread/od9hxfssjgnmsh23o18q78hszowq7pcy>.
Reference implementations are available in parquet-java <https://github.com/apache/parquet-java/pull/3608> and arrow-rs <https://github.com/apache/arrow-rs/pull/10109>.
