I like the idea of a separate module as well.  Since we have an issue open 
on JIRA to compartmentalize PDFBox (thus making it more friendly to 
embedded devices), it'd make sense to incorporate PDF/A support this way.

+1 to the IP clearance route. Since I expect the validator to be
something not everyone needs but has a substantial size, I guess a
separate component like FontBox and JempBox could be the right way to go.
