@mkl thank you for your review. I'd keep "considered" as this is part of our 
security model where we are defining what constitutes an in-scope security 
report rather than making a universal statement about the nature of the 
behavior.

[~tilman]  something to add from your side? Otherwise I'd move forward and 
change SECURITY.md accordingly. As a follow up I will also be reviewing the 
security.html to maybe include some of the definitions but on a higher level.
