Since PDFBOX-2112 is already closed I will add my comment here:
How about using https://github.com/Borisvl/JBIG2-Image-Decoder ?
It is based on the JPedal JBIG2 implementation (BSD-like license) before the
license was changed to GPL and improves its performance. While the project is
not active currently the library works quite well (we have it running without
problems) - and as an open source project we would be able to fix problems by
ourselves.
