Tilman Hausherr commented on PDFBOX-4247:
-----------------------------------------
The file does not have a password, i.e. there is no encryption directory. I
have no idea why Adobe claims that {color:#333333}assembly and extraction are
forbidden. I've noticed this before, but I thought it means they want you to
buy Adobe Acrobat Professional.{color}
> Access permissions read by pdfbox are wrong.

> A pdf that in AcrobatReader shows that permissions to extract content and
> assembly document are not granted, when parsed with PdfBox, for both
> {{PDDocument.getCurrentAccessPermission().canExtractContent()}} and
> {{PDDocument.getCurrentAccessPermission().canAssembleDocument()}} returns
> {{true}}.
