The PDF contains XFA content which is a dynamic XML based content inside the
PDF only XFA aware readers can render. PDFBox is not such a reader as many
others are not. In addition merging with another PDF would mean to convert the
dynamic XFA based PDF into a static non XFA based one. You'd need to look for
an XFA renderer such as but not limited to Adobe AEM Forms Output to do so.
